Hill strategists expect a Bob Dole-led Republican filibuster in the Senate if the White House won’t surrender key provisions of the Clinton bill–including price controls, required employer-provided health benefits and mandated health alliances. Though President Clinton is a known compromiser, Senate Democrats are worried that Hillary Rodham Clinton may be less willing to play the game.
